Designing a Governed Paid Media Operating System for WCG Clinical

Challenge 

WCG Clinical is a clinical research organization operating in a regulated, high-stakes environment where marketing decisions require alignment, control, and reliable tracking across campaigns and stakeholders.

WCG Clinical’s paid media operations needed stronger governance to reduce ambiguity around campaign readiness, approvals, and ongoing performance management.

Key operational friction showed up as:

  • Decision-making delays caused by unclear ownership and response loops
  • Risk of inconsistent application of audience lists and modifiers across campaigns
  • Limited shared visibility into what was changing, why it was changing, and how performance should be interpreted
  • Budget constraints creating performance risk that required structured prioritization and escalation

Solution

No Bounds Digital designed an operating system that made paid media work more governable, reviewable, and consistent, using HubSpot as the platform to support communication rhythm and operational visibility.

The system centered on four operating principles:

1) A decision cadence that reduced “unknown states”

A recurring meeting rhythm was established to create a dependable forum for approvals, prioritization, and performance discussion—so decisions did not rely on intermittent follow-ups or one-off threads.

2) Defined readiness and launch governance

Campaign readiness was treated as a governed state, not an assumption—reinforced through explicit confirmation of requirements such as exclusions and landing page needs before moving forward.

3) Standardized controls across campaigns

Consistency was built through structured application of lists across a broad set of campaigns, paired with intentional review prompts for branded search terms and modifiers. This created a repeatable control layer rather than campaign-by-campaign variance.

4) Performance visibility designed for leadership interpretation

The operating model emphasized clear requests for feedback on performance where it mattered (e.g., branded terms), aligning stakeholders on what to evaluate and how to respond—especially under budget-driven constraints and impression share risk.

Results

Before, paid media management depended on individual follow-ups and implicit assumptions about readiness, control, and review.

After, WCG Clinical operated with a more governed system:

  • Campaign changes followed a clearer approval and readiness logic
  • Audience list application and brand controls were treated as standards, improving consistency across campaigns
